Not sure why u would want to use it outside its made out of plastic but the pads would get wet outside

If you dont mind it hanging off it or not clip pad down. It fits 21x21 size pad perfectly hope that helps. I have used it as a base for my larger pads and it’s fine for girl dogs but boy dog tends to not get on it and pees on side of pad is larger.
