It is durable and well made. It's not comfortable to wear for long periods because of its weight. It tends to slip down. If you pinned it in place it would be fine to wear.

Is this a legit horcux?

If you're asking if it has Moldyvort's soul in it, definitely not. And not would I recommend making this one

It's a faux blue crystal meant to look like sapphire. They're darker in real life than in this picture
