Q: how well will this work with epoxy marine grade?

Epoxy adheres to Carbon Fiber, Fiberglass, and Aramid (Kevlar), very well and forms a virtually leak- proof barrier.

Q: If a cut off wheel was to break at full speed, would this material stop it?

I believe it will. I fired a .177 armored piercing pellet from a powerful pellet rifle at it and it did not go through.

Q: Could this be used to make linings for motorcycle clothes? Is it flexible enough for elbow patches?

It is flexible enough but you would want to line it with something as it made with fiberglass.
