They put threads in holes.
These taps are not Japanese quality, but the price is right. The threads are right on and do a good job for hobby operations. I would be cautious with harder steels and other hard materials. The tap wrench is typical, is kind of loose but works. I bought them to do one job, which worked and I still have the set for other jobs.

An excellent tap kit for fixing screw hole threads
When I purchased a desk chair and had trouble with one of the screw holes for the arm rest, I purchased these taps to fix the issue. And it really did work excellently. And I’ve gone through other screw holes with the other size taps as well and repaired them on some other items. This kit works really well! I recommend it!

Good value
Not the best quality, but did the job. The taps don't stay tight in the handle but it was easy to rethread an aluminum intake manifold using this set.

Cheap tap set. Not highly recommended
This tap set is pretty cheaply made and sizes are NOT spot on. It worked for my one-time-use purpose, but I would not recommend this set if I needed it for something important.

Good Cheap Set
I can’t imagine these would last as long as a more expensive set but it saved me from tearing my hair out when I accidentally mis threaded a bolt on my seats in my car. Well worth the money.

Pretty Good and Dirt Cheap
Surprised cheap Chinese steel tapped as well as it did. Effortless thread in soft 2024 aluminum and PLA 3D printed plastic. Acceptable on 6061 aluminum and brasses. A little sketchy on mild steel, did tap in the end, just took time. You can easily tell when you are overstressing these taps, you can feel it. Would not recommend for hardened steel, but if you are tapping hardened steel you probably have better equipment than just a bench vise for that. The threads were a bit loose on the M6 but the M3, M4, M5 and M8 all are nice and snug. The M8 threads have held a couple hundred pounds (tested on my go-kart). If you drill the correct sized tap holes for 50% engagement, use lots of oil and go slow, I don't see how you can snap these taps.
