no, it is a nylon/vinyl type material. will slip. It does Have elastic bands to secure the edges.

YES!!! you literally put the two tabs at top over the head rests and then just poke the crease section into your seat. There are spaces to line up with your seat belt attachments. It takes me less than one minute to get it in and out of my car. I take it out, shake out all the sand, dirt and hair and put it right back in.

Are there cut outs for the carseat safety clips?

There are cut outs for the seat belt buckles and belt. I'm not sure if that is enough for your car seat.

Does this product fit a 2007 Nissan Altima?

It has adjustable straps at the top to go around the headrests and the straps that go around the bottom of the seat are stretchy. It should work fine- it fits my highlander.
