Can this tuner, tune bass guitar?

Yes,definitely...you can tune any stringed instrument with a jack plug using this...tunes bass's faster than most other tuners & you get the choice of buffered or true bypass...does alternative tunings,flat etc,full chromatic features & choice of chromatic or needle tuning display..a great tuner

Will it tune different frequencies.. 432 for instance

I do believe so, however you might wan't to verify this. When it first starts up, it will display 440hz concert pitch, so assume, (Maybe wrongly, that this frequency can be changed) .

I'm not sure what you mean by changing the tuning reference. But you can use it for different tunings. I have mine set up a semitone detuned, and the polyphonic tuning display works fine.

Is there a special power supply for this tuner or will any 9v one do ?

I use a standard 9v power supply - bought from Amazon. Just type in '9v power supply for guitar pedal' and the correct unit should come up.
