Q: Can this work underwater

although we have not tried it yet as we build the boat. I believe it needs to be partially out of the water to get the air to it. I would try half way first which is what I plan to do. I am having issues with the ESC right now getting them to arm correctly.

Q: Could I mount these on a kayak and drive it?

No... These are about the size of your fist (or even a bit smaller). They are made for hobby projects. But BEWARE... they are AC motors, not DC!!!
