Can i decoupage with this paper?

I would say yes but be aware that the paper has some thickness. I have used it in mixed media art with acrylic gel medium and also other glues. So, I believe it would work fine with modpodge. This particular design, I have purchased twice but have used many of the Stamperia papers in art and journal projects.

Are the words in both english and spanish? one of the pages has cute saying but i noticed they are a mixture of english and spanish. english only?

Yes, the sayings are a variety of English and another language. Since the papers are made in Italy, my guess is that the language is Italian but I might be wrong. There are usually plenty of English tags to use.
