Can I apply this to a painted smooth masonary wall?

I wouldn't think its an issue. I used it over a textured/painted wall and it worked great.

Works for non-woven wallpaper ??

This wallpaper adhesive did not work as heavy duty to me. It should work on any wallpaper. It goes on pretty wet. The old thing is you can move the paper and realign, if needed probably for a good 30 mins after you place it.

do I have to prime my wall first?

Just a thought, if it is new wallboard and if you think you might ever want to paint that wall it would be better to prime it so that the glue doesn't soak into the wallboard. Then when you take the wallpaper down you won't pull hunks of wallboard out.

Is this a vinyl adhesive

Not sure, I use this for heavier wallpaper and will never use anything but this ever. Its amazing!!!
