Is this strategically as deep as jaipur or catan rivals? how does it compare to other popular 2 player titles?

I haven't played either Jaipur or Catan Rivals so I'll compare it to 7 Wonders Duel. I'd say it's probably on or at about the same level. There are multiple scoring conditions allowing for players to alter and adjust their strategy on the fly, and mechanisms that allow for interfering with your opponents moves. It moves a lot quicker than Duel even with each turn having a bit of chess/cat-and-mouse to it meeple placement.

A reviewer said this game is mean spirited and you can control your opponents boats, is this true?

As in many modern games, yes, another player can sometimes make a move that could be considered "mean-spirited". If that is something that you want to avoid in a game, then you might want to bypass this one. However, good luck finding games that don't have at least a little of this element in them.

Does the strategy require planning ahead for more than one play?

Hello Faeryloch, Each game is self contained. You add up both players points to determine the winner of the game every time you play (score and positions in the game do not carry over to the next game).
