what is the ratio for 3 gal tank

It calls for 1 ounce per 5/6 gallon. So I would say a half an ounce for three gallons

Can I use this in my 2001 4 stroke Yamaha 115 outboard?

I used in my 2006 Honda 4 stroke and did wonders.
