Q: My friend wears a size 23, or xl. will this style fit her? if not, what styles will?

I’m an XL and it fit just fine. I found I liked the regular chemo hats better because I found the bill annoying. I like the newsboy hat if I had a day in the sun however. Hope this helps.

Q: everyone says the hat is cotton.... Why is it advertised as bamboo viscose?? Is it 100% cotton?? Any pic of tag?

Not sure about the fabrication but material is soft and washes well.

In answer to your question -= it does have elastic at back and a lot of material on the top. It just was too full on top for me. Read carefully the description for full details good luck.
